escrow that was cancelled

2

I had a home in escrow, representing abuyer who is disabled veteran in the purchase of a forclosure owned by Fannie Mae. The buyer did his due diligence, was ready to close escrow, the listing agent that Fannie Mae hired to list the property, orderedkerosene oil for the stove in the home so inspections could be completed. She has an office two hours away from this property, evidently didnt realize that there wasn't an oil stove at the end of the fuel line inside the house. There was over 50 gallons of kerosene that spilled into the living room, on the carpet, rockwork, through the subfloor and into the foundation outside of the house. Eight days before close of escrow, she said Fannie Mae ordered her to cancel the escrow. Now my client has spent 400.00 for an appraisal, his VA loan was cancelled, and he has been existing in an RV all winter in nearly freezing temperatures with no home to move into. Now we have been waiting to present our offer again, the agent said the repairs have not been done (its been since November of 2010) and when they are, it will go back on the MLS, but she already has an offer in the file, so our chances of purchasing this home is slim. I am a Broker-Owner of a Real Estate office, and have not seen anything like this in my career as a Realtor. There is no rhyme or reason behind these tactics, we have lost any kind of control over our escrows and clients rights. Is there any help out there?
