Dealership fails to honor agreement and produce title for vehicle…..

I'd like to file formal a complaint against an auto dealership located in Everett, Washington, Leavitt Auto Sales and Used Car City (Mr. Brian Leavitt). On January 25, 2013 I purchased a 1991 Cadillac Eldorado biarritz from this dealership and they have failed to produce the title to the vehicle. I have pleaded with the my salesman (Ron) as well as another sale man (David) inquiring about the status of the title being sent. I have spoken with Brian Leavitt on numerous occasions who continues to advise me the title will be sent. I have sent numerous emails to Sales@***.com and countless phone calls to the dealership and keep getting the run around. I've left messages for the dealership management and owner Brian Leavitt which have gone unanswered. I have asked for the tracking information on numerous occasions of which they have failed to provide. I am being ignored and have no idea if and when I will ever receive the title to the car. I don't know what else to do at this point. I will be filing a formal complaint with the Washington department of licensing of which I understand is the government entity that would license Leavitt Auto Sales in Everett, Washington. I have copies of my correspondence via email and text messages to my salesman. I purchased this vehicle as an out of state consumer. The vehicle was picked up by my shipping company on January 30, and is scheduled to be delivered to my residence next Tuesday. I need help in obtaining the title of the vehicle as I am not able to register the car in the State of Indiana without the title for the car. Payment for the vehicle was made on January 25, 2013 and the certified cashiers check was cashed on February 4, 2013. The check was delivered to Mr. Leavitt on January 30, 2013 @ 1:30 PM. On Friday, February 8 my salesman Ron faxed a copy of the title which is useless to me as I can register the car in State of Indiana without the title for it. All I am seeking is the title for the car and this matter will be resolved. I have copies of the processed check as well as a confirmed delivery of the check to Mr. Leavitt via Fedex. I'm being told Mr. Leavitt has been ill with the Flu however is some how managed to cash my cashier's check on February 4, 2013 despite his supposed illness. The personnel answering the phone at the dealership have indicated they have the title but only Mr. Leavitt is authorized to send the title. I fail to understand who the title was not notarized, signed and mailed the day he cashed my check since a notary is always readily available at any bank.
