Card is suspended no longer can use it

On of my cards is currently is suspended permanently and the card number is 4088-32**-**96-5182 and when I have called a couple months ago they told me that I have over $2000 in the card and IRS has send me money on the card and your people won't tell me anything and I really need to use the money for medical reason
