Can’t get Customer Service Live

Looking at the Bill I received. I needed someone to explain the charges, especially why I was being billed twice for the same usage. There is NO information on the website on Bill explanation, NO information on the actual rates under Rate Plan. So I tried to call, couldn't breakout of the automated phone tree, but there was NO option for either. User's recommendation: PG&E is a monopoly mandated by California!!
