Bill from 2013 sent to factoring company

I got a credit report and it says that I have an outstanding bill for $135 from 2013 for Charter Communications and they turned it over to a factory company. When I called Charter to find out how to contact the factory company, I was told they do not keep a list of the factory companies they use so they could not help me. Charter said I could pay them the $135 but could not work out a payment Plan. I can not afford to pay this all at once. In fact, they are not sure I owe this because their records show I had a bill in 2011 but it was for only one month and then the account was closed. Since the 2013 bill shows up then I must owe it. I have been turned down for a ow income govt. senior apartment because of this. I am trying to contact the factory company to set up an payment plan or see if I can pay a reduced amount. I do not even know if I really owe this bill but I need the apartment. I would appreciate any assistance you can give me
