Bad procedure with license plates

traded used Mitsu in for new Mitsu. Dealer did not secure plates from trade in and they were stolen from the dealership along with other plates at the same time. Soon we started receiving red light tickets from NYC now over $750. When we told dealer they stated tough luck, go to the state registration. Why should we? they were stolen after the car was traded and titled to the dealership.
