ATM empty again

I tried to use ATM last night and it was empty, no withdrawal, this has happened several times. They are RUDE AND UNKOWLEDGABLE! Last summer they would not cash a savings bond, so I got a form from the treasury, they told to have my bank stamp the form, they wouldn't even do that. If they don't want to work there quit. I am looking at other banks!!!
