After 4 months still waiting for unemployment benefits

My date of claim is 02-28-2021 Claimant ID: [protected] I have yet to see unemployment benefit after waiting for 4 months. When I want to certify for benefit over the phone, at the end of the call I am told "Your claim is not payable at this time". If I try online, and I check claim status, this is what I get " We do not have a claim on file". Can someone PLEASE help!!! Thanks. Mahmood Rahman
