Add payment method error message

I cannot add a new credit card online. Error message says the number is incorrect. it is not. Your customer service numbers have been busy 100% of the time since I started calling you last July 12. please help. and don't tell me to keep trying. Your numbers are not working at all. CC entered are canceled, as my bank merged with another bank and issued new cards. Stamps will no be able to collect monthly bills and other charges until this is resolved. Please help. User's recommendation: NONEXISTENT CUSTOMER SERVICE.
