7 Months Delay – Undelivered Item

Dear Sir/Mam: On 19 December 2020, I made online order and paid in full via credit card for a gift item (pasta ingredients) from giftblooms.com covered by Order No. 272374 for delivery to my sister in Oton, Iloilo City, Iloilo, Philippines. After 1 week, I made inquiries as the items had still not been delivered. On 31 December 2020, I received a call from a giftblooms.com representative saying they would not be able to deliver and inquired if I would be amenable with a full refund instead. I replied in the affirmative. Months past, and I never received my refund. I emailed giftblooms.com many times to follow up on the delivery/refund. Finally I received a reply saying that they would only refund me with 50% as the item was already in the Iloilo Hub. I requested for the address of the Iloilo Hub as my sister offered to pick up the item herself. Last 24 July 2021, I received a 2nd call from a giftblooms.com representative saying pick-up from their Iloilo Hub was not possible. A full refund was not possible either. Instead, Ms. Jagma CS told me over the phone they would re-attempt delivery by 26 July 2021. Up to today, no delivery has been made. When I made a follow-up, they said they would re-attempt delivery if I made some more payment. It had been 7 months. Soon it will be 8. No delivery from giftblooms.com.
