Charged for item delivery and then find I have an additional delivery charge

Purchased item QL310L59G3 which included £19.99 delivery. Pemier Deliveries demanded a further £49.99 to make the delivery. Why did charge me £19.99 and can I have it refunded. Dominic Henry
