Biscuits missing in individual packs

Our family is a regular purchaser of belVita blueberry breakfast biscuits and have always been completely satisfied with the products. I usually buy the boxes containing 5 individual packs with 4 biscuits in each. Unfortunately there were only 2 biscuits in the individual pack I opened !!! Must have been a "slip up" on the processing !!! The only reference on the box I opened : Best used by date 08Jan21 AE12A 1407 if that is any help?
