Unreasonably high penalty

Hello! It turns out that I forgot to pay the Vodafone bill in 2004 and now the assignment has been transferred to the debt collection company Julianus Inkasso for a total amount of € 250. I don't even remember how big the bill I didn't pay was, no more than 50 dollars. Why didn't Vodafone have any information about this debt for 15 years!? I am shocked. I will not attach a letter from the debt company here as it contains my personal information.
