Refund for my cancelled flight

I am writing in regards to my booking T6D3JP, I’ve been emailing Travelgenio for a year now but they always say that they’re waiting for Philippine Airlines to authorize the refund, I don’t understand why they’re doing that when everyone got there refund already. Please look into these and I appreciate the help you would give me.

I missed my flight

I boarded a taxi from Belfast Lanyon Place and there was traffic congestion hence delayed to arrive at the airport. When I got there I was about 10 min after they had closed check in. I sent an email to Skyscanner saying same before the plane took off.
