Charged my card for a service without giving me the option of how much I wanted to put on the phone. Turns out it was the wrong company. When I tried calling customer care no one answered

I was trying to sit up a phone account for an inmate . I thought I was using sercous telephone service for inmate . I knew something was wrong when my card was charged for 45.98 without me choosing how much much I wanted to add to phone.
