The service does not match what is written in the contract

I would like to know if it is possible to fight the shameless demand for money, but in return. I have a Optus 3in1, but I don't really get internet or iTV. Maybe I can refuse, but I have just signed a contract, or how to force me to comply with the terms of the contract, which has also been drawn up in defense of one-sided interests, because it does not provide for any sanctions against Optus. As far as I understand, if I get even 1Kb then I will have to pay as a full service. There should be a line of words in foreign language!
