Fraud

I am a taxi driver and take my client to Vienibas gatve 113, 20:50 we will stop at CP29 Unity street 113, I got out of the car for literally 4 minutes to show the customer where the ATM is, when I returned at 20:54 was fined 35. It is an injustice to a person because I am old and do not move so fast. I miss the person and 4 minutes left the car, I have to pay 35 penalty. ALSO, the warnings no longer exist - we are just wiping money from people. Where is the truth? My penalty registration number is 40103735168 Parking CP29 Vienibas gatve 113, Riga
