Understandably unable to log in, vines hosts disappeared.

Hello. My problem is that this company really fooled and humiliated me. I ordered a host for 2.66 CA$, sent an invoice, but the host is not. I took another host for 2 CA$, everything is, but everything is so fabricated that I can't figure out what to do, I can't log in via cpanel. I have lost 5 CAD and I am afraid I may be fined my house.
