Ignoring Damage

We live on the ground floor of an apartment building and are starting to have sewer problems. As the sewer is outdated, it often gets clogged and everything flows to me, in my apartment. Many times plumbers came to us and cleaned all the pipes, at first they helped but now it is useless. Now the plumbers don't even come to us, I called in the morning, but I am told that they are busy and will only come in the afternoon. I called a board member but he tells me it's my problem.
