Fraud

Why do I have to pay for the maintenance and renewal of the ST system? Who owns poles, wires and transformers? Is it all mine or yours? As far as I understood, the electricity tariff is formed as follows: TC (electricity market price) + fee for transmission and distribution services (set for all customers by JSC "Sadales tikls") + OIK fee for mandatory procurement and capacity components. So the question for a competent employee - Why do I have to pay for system damage repair works that happen quite often in Latgale if it is already included in my tariff?
