Cannot use my app want a refund of money on my card and close my account

Every since you upgraded the app I cannot use my card I want a refund a d cancel my membership. I had just entered $25.00 and have money left. I have been trying to rectify this for over an hour. REFUND MY MONEY and cancel my membership . I am done
