Sewer leak accident in the basement of a residential house

Ozolciema 18-145. The manager of Melbourne houses, for 2 years, is not able to repair the sewer leak in the basement of the residential house. I live in a mess - "medieval Riga" changed the pipes, now the leak is where they changed. The work is very late. Janitors do not monitor the condition of the basement and stairwells. Stair cleaners don't notice anything?!
