"Rigas Namu Parvaldnieks" invoices the official for the service not received and also calculates late payment interest and contractual penalty from the calculated amount, which is not specified in the concluded management agreement. In addition, land leases specify various recalculations and fee accruals that cannot be verified. Rnp officials believe this is their view. An official of the Melbourne City Council Environment and Housing Department acknowledged in writing that the actions of RNP officials were illegal, but did not have the right to influence rnp officials. The Melbourne City Latgale Suburb Prosecutor's Office replied that this was not their competence. But rnp continues to calculate interest on late payment at the same time as contractual penalties,which is contrary to civil law and case law.
