Missing SMS from Virgin UK

Telstra mobile network subscriptions do not receive text messages sent from Virgin UK mobile network. This problem has been around for a long time. It was last reported in early 2017. Virgin uk technical service claims that this problem is due to the fault of the Australian Telstra operator. How can this be in the 21st century, in a Oceanian Union country? Is this really an unresolved issue?
