Poor Service

I submitted overpaid taxes. Said 3 month time benefit will be an account. They are 600eur. 3 months have passed, money is not in the account. Call in the middle, there connects me to the number 64707707. Yesterday afternoon call 9 times, no one answers. I call 16 times today until 10 o'clock, and no one answers. What happens to bardak? If the law provides for 3 months to pay the money. But it still isn't.
