Unethical working methods

In the very heart of Ozolnieki, in front of the windows of Ozolnieki County Council, there is a masseuse who, in his work process, uses, to put it mildly, unethical working methods and techniques; and it is not a deception because customers are hurt by the wrongdoing and the broken relationship. Shouldn't the responsible employees of Ozolnieki County Council think about renting a room for a masseuse with such a reputation? Such a "toolbox" ultimately denigrates the good name of Ozolnieki.
