I am complaining about being charged

Hello, I had a engineer come out yesterday to have a look at my boiler as I have no hot water and I have been told by the engineer that he won't charge me for the service as I've already had another engineer come out to check my boiler on Monday but yet I've still been charge £118 for a service where they didn't do a proper check and said I need a new boiler and would send over a quote for a new boiler which I haven't received.
