No refund possibility for an order that never left the logistics company

Order nr. [protected], shop name XMLT store. Original order date : 5 march 2021. After about 20 days the seller received my order back from the logistics company so I asked them to resend. I had to pay an extra fee, order nr. [protected]. Again after a month of no updates on the tracking info, the package never left China, I recontacted the seller and told them the package seemed stuck somewhere again. I got the message that they would ask a refund from the logistics company and that I could ask for a refund. My order was closed and could no longer open a dispute and ask for a refund this way. After some messages to and fro, they said I forgot to ask for refund and that is that. This is not customer service and want my order to be refunded.
