ridiculous refund process

My puppy was supposed to be shipped from Texas to Canada arriving on the 13th of october, 2017. They said he was too aggressive. Fine. I was told I would receive my refund in the next 2-5 business days. 5 days later, I call back and am told to check in 10 days. I call again and am told to e-mail. Then I get an automated email telling me to call then email again. it has been almost a month and No still going in circles with automated emails saying there will be a response within 14 business days and telling me to call the customer service desk where no one responds again.
