Wanted me to wait 4.5 hours for delivery

Postmates wanted me to wait 4 1/2 hours for my food. Then, when I asked for a full refund they told me I would still be charged a $12 fee. This is absolutely ridiculous that they allowed me to place an order when there was not a driver in my area. This needs to be corrected. The Better Business Bureau needs to know about this! Why are they allowing customers to place orders and pay for them when there is not a delivery driver in the customers area!? Why are they not allowing customers to receive full refunds when it is an obvious mistake on their end!?
