Cancelled booking refund/credit

My wife's trip [protected] was cancelled due to COVID . Orbitz has kept her ticket open and says we have a credit (~$2, 000 USD) with TAP with many restrictions. I am trying to rebook the trip and Orbitz is trying to get me to book a trip that will cost more with the credit than booking a new trip from scratch. If Orbitz would close the booking and issue the travel credit promised by TAP to us, TAP says they would honor it in a new booking with them. I have been trying to resolve this for nearly 2 years.
