False claim that purchased ticket could be refunded if cancelled within 24 hours

Orbitz website falsely claimed that the plane ticket I bought from Milan to Helsinki would be refunded for the full value if I were to cancel within 24 hour. I bought the ticket under the assumption I could cancel and get a full refund, as claimed on the Orbitz website. When I tried cancelling the ticket several times, about 8 hours after I booked the ticket, the Orbitz website said that it could not confirm my cancellation. I tried to cancel on the website at least 4 times, with the same response. I wasn't able to try more time, due to my travel situation, and I wasn't able to call Orbitze directly. When I finally got home, I tried to cancel again. However, by this time, the plane from the ticket I bought had already taken off. I had bought the ticket because there was a very good chance that the I would miss my connecting flight in Milan from another ticket. I was lucky and was able to make my original connection. So, I no longer need the Orbitz ticket from Milan to Helsinki. When I arrived home, I called Orbitz customer service. I was informed, that, because I had bought the ticket the same day, it was not eligible for the 24 hour refund. However, I had actually bought the ticket the day before, so that information was incorrect. My problem: I had tried to cancel my plane ticket reservation several time on the Orbitz site, but the site would not verify my cancellation request. Hence, Orbitz did not cancel my reservation, like I requested, did not refund my money. By the time I was able to contact Orbitz customer service via phone, the plane from Milan had already departed. According to the Orbitz phone rep, Orbitz could now not give a refund since the plane was already in the air. It was up to the airline to decide whether to give a refund or not. The ticket was the cheapest available without any options, including a refund. So, I am out $700. In fact, I bought the ticket the day before the flight and was told on the Orbitz website, when I bought the ticket, that I could get a full refund if I cancelled within 24 hours, which, again, I tried at least 4 times on their website, unsuccessfully.
