Lack of ice packs caused spoils

I have been credited for 3 weeks of bad meats and produce. Again, I get my box and the bags of produce aren't even cold. The box that used to be packed so everything stays cold is now down to 3 ice packs in a box. Once again, delivery in Florida, meat that isn't even cold. That's almost a month before of wasting money through the company only to have to go out and buy groceries. I can't cancel because I was credited and not refunded and will lose almost $300. What happened? How do you go from 5 to 6 ice packs to three? The cheese in the bags aren't even cold. And I live in Florida so all that time sitting on a hot truck.
