Flight cancellation due to Government restrictions

Hi, On the 5th of August I booked three tickets to Tasmania (Melbourne to Hobart, 15th August Itinerary# [protected] and Launceston to Melbourne 25th August, Itinerary# [protected]). The same day, the 5th of August Melbourne went into lockdown which is now extended till the 19th of August. On the 10th of August I received an email saying that the flight of the 15th of August has been rescheduled for another time and I had two options - to accept the change or to cancel the flight. I cancelled the flight BECAUSE OF THE GOVERNMENT RESTRICTIONS TO TRAVEL. And I asked for the refund of the return flight which is on the 25th of August. I was offered travel credit. I do not want a travel credit because we do not fly often and it will go into a waste. I specifically asked for refund. I was told on the phone by a phone operator that Expedia cannot do that and I have to contact Virgin. I called Virgin and was told by their phone operator that since I bought tickets through Expedia they are in charge of refunds. I called them again and asked to talk to the manager. The girl I spoke to eventually just hanged up without notifying me. I am asking for your help. Last year I lost most of my income and our family income suffered significantly. I am simply asking you to help us to get the refund instead of credit because I am cancelling the flight BECAUSE OF THE GOVERNMENT RESTRICTIONS, not because I just want to. I would happily travel.
