Service charge invoice was backdated 2 years and three months

I became the owner of the unit I live in in January 2019. In June 2021 I was given an invoice from quarter 1 (January-Marrch) 2019, that is from two years ago. I have never received this invoice before and in fact it is dated 15 June 2021 but it is for January 2019... The Molak system (governing body that regulates service charges within Dubai) does not reflect this invoice.. Also the deadline applied by facility management is within the quarter they are charging for instead at the end. For example: for quarter three 2021 (July August September) deadline for clearing the invoice is end of July instead of end of September... If service charge is paid end of September penalties/late fees apply which is uncomprehendable for me since we are still in the quarter that is being charged...
