Dispute over a recent hotel stay

We stayed at the Red Roof in in Philadelphia near the airport on July 9th we booked through Travelocity. The stay was supposed to be for two nights. The place was disgusting and filthy. Unfortunately we checked in after 11:00pm and were unable to get another room that evening anywhere. We complained at the desk and told the woman at the desk. She said she was emailing it to me and it would reflect a refund in a week to ten days. None of that happened. We were charged the full amount for both Nightsnights,
