Reliacard customer service sucks

I got a reliacard in the mail even though I never filed for unemployment. I read how it's been a common complaint of being a victim of identity theft for unemployment. I need to find out what state authorized this card as someone filed with my information. I waited on hold over 2 1/2 hours only to be disconnected. I tried again and got an auto response saying they couldn't hear me. It's impossible to reach a live person. This is the worst customer service experience ever in my life by a longshot, worse is I still haven't gotten thru. User's recommendation: Don't use this bank ever.
