They say they have not received payment

I mailed my march payment on February 24th when I get my social security check...now they are saying they did not receive payment. I do not want to pay by phone or let them get my payment monthly out of my account. the post office said to start sending certified with tracking. has anyone had problems with them saying they have not received their payment?
