Holding money in vault for no reason

How is it legal to hold my money and refuse to release it when i want to cancel my card? I have $700 in the vault and in the check out line at walmart and have to put my childrens groceries back because you wont release my money. Do you have any idea how embarrassing it is to have to put $300 worth of groceries and how is my husband supposed to go to work without gas money? its messed updiffeenfdddi User's recommendation: dont risk it.
