They are abusing Senior Citizens with deposit fees

My 80-year-old mother moved into a Senior Citizen facility and in order for her to get service, she has been asked for a deposit of $360.00 only returnable to her in a year! This is a Senior on a limited budget who can't pay this high deposit fees. When I asked Dominion Electric they said they are charging her this fee because of the previous resident usage of electricity. Dominion does not have a readily available document that says how they determine the deposits. So my poor mom has to pay this (monthly payments of $61 for 6 months in addition to her usage) because she needs electricity. And, if she gets behind because is the payments are so high ( averaging $110-150.00 a month) they would penalize her. This is ridiculous and total abusive behavior/policies of Dominion Electric. The Customer Service there do not care to help and have the worst attitude. This is abusive against old people! Something must be done.
