Having trouble with a.c. unit

We had new 2.5 unit put in in may. It did fine until it really got hot and now it's not cooling inside like it should. It has got to 84-87 degrees with the tstat set on 70 then 75. My mother has COPD and it is very difficult for her to breath when it's this hot? Have called out technician, but he says he is coming to fix it but it's been 2 weeks. What can l do?
