I cannot set up a account I am a new user

I have been sent money from my father and I cannot access the funds due to not being able to set up a account. He is located in Michigan and I am in North Carolina. I am not understanding what is going on and the funds are needed immediately. The error message I am receiving is "We are unable to verify your personal information" etc. Thank you, Averia Collins
