Problem with newspaper delivery person

The newspaper delivery person who delivers the paper to Eagle Creek Drive is discarding plastic bags containing a liquid. I am told by a nurse that she believes it is urine. This occurs multiple times a week. I have a video of the individual discarding a plastic bag from their auto. Please contact me at 860-916-**** regarding this problem.
