Worst internet speeds

I have tds internet service and pay 75.00 dollars a month for 15 mps ,in reality only get 3 mps between 5:00 pm and 10:00 pm, and 5 mps the rest of the day ,costumer service has no clue.can`t wait for another company to offer service in my area my zip code is 32352
