Worst ever and I am scared now

In August 2018, my husband had a serious emergency and was raken by ambulance to a hospital in Minnesota while we were on vacation. I called Tricare with the infirmation. He had surgery that night to drain a dangerous abscess that was septic. He stayed in the hospital 2 days. He is a retired 06. Here we are almost a year later and we are now in "collections". Many hours, many phone calls back and forth between Tricare and the hospital. Meetings with ombudsmen. Phone, phone , phone. Iver $11,000 bill still outstanding. When they changed insurance companies, the *** hit the fan. Shameful. Trying to find someone at DoD to complain to. Thinking of suing Humana. Is there anyone at Defense Health Agency to complain to to make sure Humana doesn't get this contract again?
