Won action but locked out of account and not sure if can get item.

Won auction at 1:00pm and by 7:00pm I was locked out. I sniped the item. That is waited for the last second to bid. And avoiding any possibility of the company shill bidding. They claim has followed govdeals for years. Soon after I won that I received an email requesting my drivers license. I will not be providing my drivers license. So, does that mean they will not honor the auction results?
