Why my Scott’s Weed and Feed did not kill all my dandelions in my yard?

I had spread my Scott's Weed and Feed on my lawn about 2 1/2 weeks ago. The weed and feed killed most of the dandelions but now the dandelions with the white puffy head are popping up. Why and how can I repair this? Thank you.
