Why $4

I took my comforter to the dry cleaners. I took my dry cleaning to the cleaners on September 3rd. I was surprised to find out that they were charging $4 per sham. When i asked why i got the response that's how we do it. Doesnt mske mich sense to me. If everthing is $2, why not the shams. Won't get csught again.
