Was charged SGD59.46 for shipping!!!

I want a full refund for my purchase. The item, a T shirt costs $15.99 and it was supposed to be free shipping. But then I saw an email that I was charged $59.46 for shipping!!! I checked my credit card and it was indeed charged. I want a full refund. That seller, BIBIY IGH, is a scammer! By the way, your Singapore hotline 6282**** is always busy. Been waiting for someone to pick up the phone for an hour now!
