Vehicle Title

I'm trying to sell my car to CarMax, but the buyer says that the vehicle title is still under Westlake bank. So they will not pay Regional Acceptance until the title is under Regional Acceptance. I need you guys to work something out and switch the vehicle title under Regional Acceptance in order for them to purchase the vehicle from you guys.
